IEEE retracts plagiarized paper after Retraction Watch inquiries

The Institute of Electrical and Electronic Engineers  (IEEE) has retracted a paper it published in 2006 that was identical to another paper it published that same year.

We learned of the two identical papers — both titled “Delay-dependent robust stability of uncertain discrete singular time-delay systems,” one published in the Proceedings of the 2006 American Control Conference, the other in the Proceedings of the 6th World Congress on Intelligent Control and Automation (WCICA) — from a reader in early October.

We alerted IEEE to the identical papers on October 7. The next day, a spokesperson said she was initiating an inquiry. And on November 10, the spokesperson sent us this statement:

IEEE is dedicated to publishing high quality papers. IEEE takes the integrity of its scholarly records seriously and initiates action when we are alerted to an error. After an internal evaluation, it was determined that the papers are duplicate, so the paper that was submitted second, “Delay-Dependent Robust Stability of Uncertain Discrete Singular Time-Delay Systems” in the Proceedings of the 6th World Congress on Intelligent Control and Automation (WCICA), June 2006, has been retracted. 

The retraction notice on the WCICA version:

Notes: Notice of Retraction: Violation of IEEE Publication Principles: “Delay-Dependent Robust Stability of Uncertain Discrete Singular Time-Delay Systems” by Chengzhong Yang; Anke Xue; Renquan Lu in the Proceedings of the 6th World Congress on Intelligent Control and Automation, June 2006. After careful and considered review of the content and authorship of this paper it has been found to be in violation of IEEE’s Publication Principles. This paper is a duplication of the original text from the paper cited below. Due to the nature of this violation, easonable [sic] effort should be made to remove all past references to this paper, and future references should be made to the following article: “Delay-Dependent Robust Stability of Uncertain Discrete Singular Time-Delay Systems” by Xiaofu Ji; Hongye Su; Jian Chu in the American Control Conference, June 2006

The email address for Chengzhong Yang, the corresponding author of the now-retracted paper, bounced back as undeliverable, perhaps not surprising since the article was published 15 years ago.
